Carb Restrictor Plate

Jerry Alderfer, a fellow Willystech List member, discovered this little jewel on his CJ-2A. Shortly after purchasing the Jeep, he removed the carb for a rebuild due to low power. Much to his surprise, this is what he discovered underneath at the intake manifold. This picture is posted with his permission:
This paragraph from the 1946 Owner's manual explained its purpose, courtesy of Reed Cary:
"At assembly a restrictor is placed between the intake manifold and the carburetor to limit the road speed to approximately 42 mph. To protect the vehicle leave the restrictor in position for the first 500 miles of road travel, or equivalent in industrial operation, after which remove and discard it" - Your Operation and Care Manual, Universal Jeep Model CJ-2A, First Edition, 1946.
That is quite a rare piece he discovered, considering how it should have been removed years ago. It makes you wonder if any of the previous owners ever noticed the lack of power over the past 50 odd years. I have a fifth edition 1948 owner's manual which makes no mention of the restrictor plate so its use must have been discontinued somewhere in that time frame.
